proposes

 

-       to consider unknown systematic errors to spawn biases and to handle their taking influence on a worst case basis and

 

-       to base the treatment of random errors on the multidimensional normal model thereby bringing likewise empirical variances and empirical covariances to bear.

 

 

Both provisions are apt to produce the smallest possible uncertainties  localizing the true values of the quantities to be measured “quasi-safely”.

 

Just this statement safeguards the traceability of the true values of the measurands.
